  4. Systematically brought definitions of policies that link uncertainty \/ objectives and knowledge base<\/strong><\/a>.<\/li>\n
  5. Said how, according to what approach, and not with what means<\/strong>.<\/li>\n
  6. Linked the uncertainty to the technology<\/strong><\/a> and not to the field where the technology is applied.<\/li>\n
  7. Attached the progress<\/strong><\/a> to the technology and not to the field where the technology is applied.<\/li>\n
  8. Linked the knowledge base<\/strong><\/a> to progress and technology and not to the field where the technology is applied.<\/li>\n<\/ol>\n
